used a quite safe and effective way to beat this on PA
(not really fast, but I halved the time from my first completion after the 6th attempt :-) )
1. Activate distress beacon
2. Retrieve medical scanner
3. Locate, rescue President
(and brought him instantly to Elvis)
4. jamming device
5. kill presidential clone.
